you can paint over wall paper IF it is in good condition -- but it's a one time deal -- next redo you'll have to strip the paper
First, please don't paint over the wall paper. I have spent too many hours trying to remove wallpaper that was painted over. Removing wall paper with a steamer is my preferred method. If you don't want to remove it, you can cover it with wood or panels.
I've seen painted wallpaper but you will see the seams. It's very easy to remove. Buy or rent a steamer from Home Depot. Get a paper tiger which scores the paper, them steam away and scrap the wallpaper off. 1 messy day, but it's well worth it. I removed all wallpaper in my house and would never us it again. There are so many paint techiniques to use if you want texture.
I know it's a no no, but I painted over it.
Patch all little holes with spackling, prime with sealer paint and then paint your finish coat. This is assuming all wallpaper is not showing its seams have stretched apart. If it has , you will need to apply spackling with a putty knife to cover this up.
