How can scratches be removed from a formica top dining room table?

You cannot remove them without sanding, but you can cover them well! Use Old English furniture polish or the wax crayons (to fill the deep cracks and hide them) and matching markers to conceal them. They are at home improvement or you can order them online. Both the Old English and markers/crayons work well so they nearly disappear. You have to really look for a scratch or know it was there to see it at all
