You need to either reattach to the house at a higher lever or cut down the pillars holding it up

I had a neighbor who couldn't jack up his deck for a variety of reasons, couldn't replace the deck due to cost, so he removed all the boards on his deck and put shims under each board to change the pitch on the deck.
I would suggest contacting a professional first.
Does it have a metal flashing against the house? Was it always tilted wrong or has the foundation sunk? or was the deck installed incorrectly?

no it does not have a metal flashing against the house. yes it has always tilted wrong as far as a can tell. never noticed it until i put rubber roofing under the rubber tiles and water was like a puddle against my house.
