Several years ago, my friend sprayed with a water bottle and once soaked fairly well, she was able to scrape off. A lot of work and mess though. Now you can buy specific spray at the hardware store.
Yes - spray bottle and scraping works well. Just remember, if it an old ceiling - many were installed with asbestos so you need to wear a mask. You do not want to breathe those fibers into your lungs.

I took a spray bottle of water and spray the part of the ceiling wait 5-10 mins and scrape with a metal scraper.
Lay down a sheet of plastic and work with your watet bottle and scrapet. It will take a while but it’s worth it.
I did my 16’ by 20’ bedroom and master bathroom.
