Hardy Mums should be planted in the fall. Next spring they should be cut down and then again in the summer for fall blooming

they might, as long as the ground temp is high enough for them. Also if they are called "decorative mums" they probable will not come back. Need "hardy mums" that will come back after planting

Depending on your part of the country, they might. It will depend on the weather-- how many more days of temperate weather, how much rain, etc.

What do you have to lose?

Yes they should provided they are the hardy type and not some that are hot house only as much of them are now. Really nothing to loose--they are tough plants.
