I just pack it into the measuring cup and allow a little extra for voids in the packing. Most recipes are robust enough that the measurement needn't be exact. As a fan of Alton Brown, he nearly always advocates measuring by weight. You just need to weigh one well-packed cup so that you can use that number in the future. If you don't have one, small electronic kitchen scales can be had for less than ten bucks. I love mine.

Scoop into a measuring cup that is for solids, not liquids. Press it down, level it off with the back of a knife.
