You probably have a vinyl wallpaper. You will have to get all of the crackly peeling paint off. Then go to a paint store and buy a bonding primer that is made to work on vinyl. (Make sure to read the back of the can.) Once it is primed, you can paint away.

Hello Brenda! In order for the paint to adhere to the wallpaper, you’ll need to go over the wallpaper with some sandpaper to give it a somewhat rough texture. Then apply an oil-based primer followed by an oil-based paint. Not water-based primer or paint because using water-based primer and paint on wallpaper will often reactivate the glue and cause the underlying wallpaper to peel.

Have run into this problem myself. Lightly sand the wall, making sure all dust has been thoroughly removed. Paint away, it may take two coats to cover, but you should get the results you want.

First, did you wash the walls with a degreaser to remove anything on them off? Did you use TSP on it to degloss? What paint did you use?

Can the paper/vinyl be removed? That's what I would try.

I live in a mobile home and I think I know what you mean. My walls also have a texture to them. I washed my walls with TSP then used a good primer. I gave it two coats of primer let it dry for 48 hrs then gave it two coats of my beautiful pearl gray. It's been 2 years and I'm still loving the results!!

I painted my daughters modular home walls a few years ago. Same problem. Panel walls with a wallpaper look vinyl. Trim over the panel seams. I removed the trim covering the seams. Filled the seams with drywall patching compound. Used a damp sponge to smooth out the compound. Primed with Kilz primer then painted regular house paint.
