Perhaps build a ramp over them.

If you can't remove them, perhaps you could build or have built a deck all the way out over them... and then put in a safer more "in code" set of steps

i'm going to second the ramp idea, if the steps are to steep the ramp may be a longer walk..but safer.

Hello! Our front stoop concrete steps were a hot mess until we used outdoor patio tile to cover over them. We were able to cover the bad and enhance the good. Just be sure to use outdoor epoxy to hold the tile to the cement and don’t install when rain is in the forecast.

It is possible to use the concrete steps as a base for a new set of wooden stairs that have a more gentle rise? The ramp may be the easiest of the ideas.

I have seen some of the people on DIY network or HGTV.. build a deck out over the entire set of steps and then make steps (some the full width of the deck) that extend out the proper distance for safety

Build (or have built) wood steps over them.
