I don't believe that there is a satisfactory way to do this. With any handling the paint will chip off unless you could find a way to roughen up every millimeter of the surface.
Scrub really well. Let dry a day or so, turning to make sure the bottom is dry. Spray paint. Then spray with clear protective spray. Will not hold up though to hard scrubbing.
