The owner has made no effort to try to fix the problem and my husband refuses to do anything because it is not "his" house. I say it is partly our fault because of the dog.
How do I fix the floor?

I live in a rent home and the floor has water damage from the rains a few years ago. Add to that, my husband's dog has started chewing it up! Any idea on how to replace or fix?
Was the water damage there before you rented if so talk to your land lord for him to fix it. If after then you are looking at pulling up the floor and putting a sub floor down. Hope the support beams aren't water damaged. Then put the new floor down
That should be your landlord's problem. It is not really safe since mold could be growing under it. Talk to the landlord.
Call the landlord and tell him of the water damage. Fixing the damage caused by water isn't your responsibility.

You could be held liable for the dog's damage,,,, and you can be sure thats what the landlord will claim is the cause of the damage.
If its water damaged, it should have been removed at the time of the flooding. The subfloor is damaged and could be moldy. I would call in someone to inspect the damage and prepare an estimate to repair the damage for the landlord.
You never stated what the flooring is? what's the dog chewing?

Looks like laminate flooring. The substrate has swelled and surface has peeled. You need to talk to the landlord. It's his responsibility. Dogs will be dogs. But try to keep him away from it. There could be a health hazard. If the landlord refuses to do anything you can notify the village hall about the problem.
I'm sorry your landlord is not cooperating as he/her should be. I always suggest you come up with a plan including the cost and then present it to the landlord. If you feel you are capable, offer the labor if the cost is covered. If that doesn't work:
