It's a matter of sanding down the old finish and applying a new stain to bare wood. If the stain came out splotchy, you are probably staining a softer wood such as pine and need to either moisten the area with water or apply a prestain that will help even out the tone.

Sanding helps the wood absorb the stain and if you choose to put several coats on of stain, especially water-based stain, you'll need to sand the stained wood. While oil-based stains claim not to raise the grain, each wood acts a little differently and you may need to sand in between coats.

Once you've stained, you need a top coat of varnish, shellac, polyurethane or other coat to protect the wood.
