If the paint under the smoke stains is high-gloss, you can use a mild solution of dish detergent and water to clean the walls. If the sheetrock is covered with flat paint, this method won't work, if the sheetrock is waterproof, then you can clean it. What to use? I don't know what to tell you.

I used Simple Green cleaner. It is great stuff. Works on carpets too. It is biodegradeable and works on pet stains also.
