It's not cornmeal like you'd use to cook. It's corn gluten meal. Mostly it's included in animal feed - cows, dog food, etc. It will not kill weeds. It does prevent new weeds that germinate from living long. It keeps their roots from forming well and the first dry spell knocks them out. So it's a preemergent - and will not kill an already growing weed.
It will also most likely not do anything with the root born weeds like Creeping Charlie since they grow off if the mother root until it has its own, so on and so forth.
So when do I apply the corn gluten meal? Now? Early Spring? If I can keep the weeds from germinating if would be helpful.

I would think through out the year as weeds generally pop up through out the year. But especially early spring
i would think through out the year And reapply after rain. I’d be especially vigilant at the beginning of spring though
