How can I fashionably modify my fence to block view of barking dogs?

I have a cat and he won't go out. The dogs are tearing up the bottom of the fense as well as the neighbor's vines wrap around the boards and break through my black paper under my river rock. It's costing me time and repairs are in the near future. I designed a low maintenance yard because of my disability, which I mentioned prior, and I am trying to handle this without offending anyone. Any ideas would help.

Noni, sorry I know nothing about fences, but cats.... your cat may be sticking nearby to help protect its human (you). as an aside, that's a dangerous environment out there for a cat; they really do live longer if they're inside - good luck.
It sounds like maybe you need to have a friendly chat with you neighbor and let him know of the problem with the vines and maybe the two of you can come up with a solution. You will never stop dogs from barking, but one problem at a time
If the fence is a chain-link fence, you can purchase slats to go thru the chain-link. They are pretty easy to install and come in a LOT of different styles. Good luck with this. I used to live next door to two chows that barked all day. So I know how it feels. Wishing you well.
Obviously you have a wooden fence since you mention boards. Don't know what style of fence you have without a photo. I would cover any gaps in the fence with similar boards. If there is a gap between boards overlap the gap and existing boards and screw them on. It would give the fence a nice shadow effect. Put some landscape/concrete blocks along the bottom of the fence to prevent the dogs from digging. You can legally cut, pull, and remove anything that is encroaching on your property from the neighbors yard.
I love the look of chain link for this ;)
Slats is the best way to go if you have a chain link fence.
A friend of mine removed a 150 yr old tree for the benefit of good relations with a neighbor. The neighbor installed a fence where the tree had been, and around his yard. Then, he installed a doghouse and dog. My friend and the rest of the neighbors were then 'blessed' with a dog that Howled all night.
Have that talk... I hope you don't have such a selfish neighbor. Perhaps your other neighors have similar issues, and can reinforce your point of view.
