Sandblasting would be Most thorough (And messy). Start with a power wash. If you need More than Loose pint removed, expect to use Acid... and lots of caution.

Wire brush and strong arms, wire brush on a drill head, or paint remover. Ask your hardware person. Lots out there.

I would also suggest a pressure stripper using walnut shells for a medium. You can rent the pressure washer and this link will help.
