After 17 years, just discovered my 2 bathroom vents are not vented
to the outside.

Yes, hire a contractor to properly upgrade them to meet your local building codes.
Have a Handyman vent them to the outside, that will meet local building codes. If they are now vented in the attic, it may be easier to vent them outside then if they are on a floor with no access to the ceiling above.
Not all are vented to the outside. Some just vent to attic space. If you aren't having issues your all good.
I would hire a contractor with roofing experience to connect them to the outside, ensuring no roof leaks. Be sure to look contractor up on the state licensing board for any past complaints, and in good standing meaning license and insurance are valid and current.
