Can you put new laminate, over old, without taking the old off?

old laminex is worn , in a couple of places , and I would like to change the colour

Must remove and strip floor all the way down. If not it will be blessed and cause more problems...have professional do it or consider tile instead of laminate
Providing the laminate is not coming up,you can go right over with a new floor
use a product called Allure available at Home Depot, easy to put down and can be put over any surface.
