you don't mention what the shade is made of or what style of shade...I'm assuming fabric? If so, you could vacuum to remove the dust then use a fabric paint to either do a design or a colour to compliment your decor

Try a clean rubber
Magic Erraizer or Wet wipe
Vaccum it, then wash it, as long as the plastic is off. Wash it in the tub and dry it in the sun. Use some dish detergent to clean it.
