They can be useful. They do however indicate that your compost may be too green (food waste, fresh leaves etc) with not enough Brown (pine needles, dried leaves etc). If they really bother you, you can sprinkle a little lime and will kill the maggots off but be safe it will also make your compost more alkaline so you'll want to adjust it with more acidic material.
