This is the way I get success on a flat surface. Separate the napkins and only use the layer with a design on it. Put a light coat of Mod Podge and let it dry then lay the napkin on top. Kay a piece of parchment paper over your napkin and with a dry iron on a warm setting run the iron over the parchment paper. This will activate the mod Podge and the napkin will stick and not wrinkle. Let cool and put a couple layers of mod Podge on letting each layer dry before adding another. If you do get more wrinkles you can do the parchment paper and iron method again.
