How to fix peeling finish on refrigerator?

The grill cover on GE refrigerator is some sort of rubber plated with a metal finish, looks like chrome over something like stainless steel. Finish has peeled in spots - how can I build it up so it's even and what type of paint/primer would you recommend? Thanks:)
