If it's new, you need to wait 90 days. Otherwise, use a masonry sealer. Then prime with an acrylic latex primer and then finish with acrylic latex paint.

There are special paints made for concrete and if it is around a pool, special care needs to be taken to prepare the surface properly... each product has it's own requirements.

    Elastomeric Masonary (Concrete/Stone/Brick) Paint.

It makes a thicker surface, retards mold and mildew, it has more flexibility than plain acrylic, hold the color and sticks better. Worth the difference in cost of the regular stuff as it is designed specifically for this application.

There is paint especially made for this. Make sure it isn't slippery when wet. If paint peels don't forget that it will get into the pool somehow.
