What is the best way to paint over wallpaper?

I recently purchased an older mobile home by the beach and it has very ugly wallpaper on the bathroom walls. Most of the paper is still very secured on the walls. There are a few small pieces around the vanity that have come loose. Was able to look at walls under that piece of paper. The walls have some weird type of textured paneling under the paper, so I do not want to remove the paper. I would like to paint the walls a pretty lilac color. What would you recommend so that the paint goes on smoothly over the wallpaper. Thank you.

You might be better off to remove the paper and smooth the texture behind it with drywall mud. It can be made as smooth as you want. Wallpaper has a tendency to peel away or buckle when painted.

From personal experience...remove paper before painting.

Strip the wallpaper, scrub the glue off, and paint. Get a paint tray, fill it with hot water. Roll the roller in the water, start at the bottom, and work up. Use a large putty knife to scrape the paper off the wall.

I painted mine with a brush and roller. It took 2-3 coats of paint. This has been years ago. Paint has improved. Just don't let the wall paper get real wet from the paint. My friends couldn't believe how well it looked. Talk to someone at Lowe's. They have answered many questions for me.
