Remove the seat and attach chicken wire or a metal hanging basket (without hanger) to the seat frame. fill with any thing you would use in a wire hanging basket and you are ready to plant.
Figure out what size pot your wanting to put in chair. and measure out the center of It and cut it out l would leave the seat what it left after cutting it and I did this I put a waterproof seal on it and sanded down the rest of the chair to make it look rustic and I pick up the whole chair when putting plant away for the winter and put in my shed or garage and just cover it and water it through the winter and Spring time set it back outside.
Take off the cushion,. Saw a round hole in the seat. Paint the chair. Hang on an outside wall or place in the garden.
Usually cut hole the size of the pot when the edge will catch and not fall through. You can leave back and arms or cut those off too and would be more like a stool.
If you keep the arms, I recommend planting something that climbs so it'll wrap around the arms, which would be beautiful
