They need to be professionally soldered.
Take them to a jeweler and have them tack (weld) them together. It will look better, last longer, and not expensive most of the time. At least take them and get an estimate before you mess them up with glue
if you want it to permanently stay glued together you have to have it done at a jeweler.
Is it actual gold and silver? A jeweler can do it fairly cheaply.
I wouldn't glue them. I would have them soldered together by a jeweler. That is the proper way to do it and does not reduce their value. It is not that costly.
I like E6000-it’s a good glue to use in jewelry projects. You could use a toothpick to apply a thin layer between the rings. You will need to make sure you buy the type that dries clear.
I used E6000 to bond a 2mm silver ring between 2 - 2.5mm gold rings & created a very nice 7mm pinky ring.
