If you could somehow get a regular bike basket and attach it, that could hold your planter or plants in it and would be a statement about it being a "bike".

This might give you some ideas about painting it and putting plants on it. Looks like a fun project!

To make it look good you would have to build a base around it of potted plants and a variety of garden art, rocks deiftwood etc. if you had access to pruned grape vines or Clematis vines they could be wound around it as though they grew out of the ground. They would dry and harden naturally. A bird house on a stick; hanging lanterns on the handle bars. You’ll be building a work of art and it most likely be a first.

Take off the tires, and place this on a 4 cement blocks, between the blocks, in the holes. Paint this, in case you choose to do so. These are great planters, with a basket, too. J.

I am speaking of a wicker type basket, that you can screw onto the handle bars of the bike handles. If you can't find it, go to a bike shop, or ask someone that does repair work. This way, you will have your planter for your plants, and add some brillance to the frame of the bike. Best wishes, Judy. Just feature the RED GERANIUM, or other bright flowers. Best of luck. J.
