Spackle over the tear, pushing the tape back so it'll stick. Sand smooth and repaint.
It looks like painters tape. If not what kinda tape?
Peel it up just a little itty bit to make sure and get drywall mud UNDER the tape that's coming up and then cover the whole spot with drywall mud. That should stop the problem, you may need to go back once to smooth it out etc.
The city has been laying fiber optic cable for communications...the net has been spotty.. any thing loose needs to come off. Find a flat object to smooth the new mud with...put the mud on in thin layers, build it up slow...if it’s glopped on it will sag. When all is dry sand so the new is even with the old.spot prime then paint. I’ll warn you...it may look funny..the new paint may be lighter in color at first. I wil be very glad to have the new cables buried and done with. The services are bundled net, tv, land line....it’s been way to quite at my place.
To me, it looks like some of the tape is still there and can be pushed back up. If not, I'm seeing the picture wrong. No need to get more tape. Just spackle until it's smooth, then sandpaper so it blends well.
I think it is painters tape and they put it there and painted over it. You need to investigate what is really going on there. Maybe try pulling a part of the tape and see what happens. No matter what it could be hiding something and you need to know. Sorry and good uck
