Use window insulation kits from Three M
at the Home Depot they have this winderful plastic with double sided sticky tape. You put it on the inside of the windows around the frame. Then you use a hair dryer to shrink it. Works great.
Hi Annette. I purchase 3M window plastic and put that over them. It really helps in winter. It is like sheets of plastic that you cut to size. You put tape on the outer molding of the windows and stick the plastic to the tape and then use a blow dryer so it becomes taunt. You can't even tell it is on the windows.
Chances are you need new weatherstripping. Some people use bubble wrap on the windows. Draft stoppers help too.

DAP also makes a product which you can put into your caulk gun and you can go around your drafty windows and seal them and then pull off the caulk when you want to WITHOUT hurting any paint or anything! I'm using it at this writing. Home Depot sells it and other brands as well. Most of your home improvement stores sell the product.
