Here's an article that should help. I was thinking a plastic rake would help raise the pile and smooth out the matts. They recommend a stiff brush. If you have one of either one, try that first before you go buy something new.
Don't use a rental cleaner, you bring all the everything from the last person who used it. Fleas, bed bugs, etc. Get a professional to clean the carpet if it's in you living room. Or are you talking about a small carpet? The professional cleaners clean their machines when their done, so the next customer starts out with a clean machine.
laughing my butt off! Okay matted carpetino means dirt has been collecting for some time. Rent a machine ( bed bugs, flees etc have a short life span and won’t stay on the machine unless they are dead) pretreat the worst areas with a spray bottle of water. Allow th water to soak ina few minutes then spray again. Now set up your machine with fresh water and shampoo (may need defoamer too) . Clean the carpet as the instructions tell you on the machine. It will likely take a few times to get it all but you’ll be happy with the results!
Stanley Steamers and ZeroRez have brought their prices down so low that you can have your carpet cleaned very reasonably. Then have them put a stain resistant spry on it!
i disagree with Ebbidl. A rental machine is fine. Living bugs won’t stay on the machine because there’s no food source. pretreat the matted area by spraying with water and waiting. Do this step twice. Now use the machine as directed. You should be thrilled with the improvements

is this a permanentlay installed carpet or a movable one?
Rent a carpet cleaner, they also have the shampoo you will need. They aren't hard to use and sure can save you money on new carpet.
