What is name of paint in small jar, looks like face cream?

DIYer uses little spatula type applicator to apply on stencil then scraps off excess. Looks like paste she add few drops water, stirs, then it looks consistency of face cream. Thank you.

Go to a Hobby Lobby or Michael's and see what they have. I have seen how using a stencil and applying to it spackling compound with an artist putty knife makes a border much like the old clay ceiling stencils that artist used to put up in old homes!
Deco foil transfer gel sounds similar to what you are looking for.
