Try paint remover. If it doesn't take it off, the paint is latex. To remove that you may have to either sand or hit it with a grinding wheel on your drill.
You can sandblast off the paint.
Wire brush
Mine did the same, mainly on the base. I removed it with steelwool. If all else fails, use a wire brush.
I would start with the wire brush to get most if the paint off, then sand it to remove what is left.
I only have access to a wire brush, so I'll try that first. Thanks.
Throw it away. They're not expensive.

Think it would be easier to give it a light sand the spray paint it back red with Rustoleum.
