While powders can ultimately be bad for carpets because the grains settle in the bottom of the carpet and the friction can damage the fibers, this is an exception. To apply flea powder and avoid the odor, I suggest using something like Glade Carpet and Room Deodorizer, a powder. Sprinkle the flea powder first, then the Glade. Do not vacuum Until the next day, when you repeat the process. Best wishes 😇

food-grade Diatomaceous earth (not the swimming pool stuff)
vacuuming regularly is a must, and using a small steam cleaner in spots where pets like to nap is not a bad thing.

The vet told me to use borax, I have a glass jar I poked lots of holes in the lid, and I fill it with 20 Mule Team Laundry Borax. Shake it all over the rug, and even on the furniture if your having an outbreak. Leave for 3 hours and then vacuum up. Repeat in 9 days, thats the hatching cycle of fleas.
This won't hurt your pets or you. You can also add 1/2c to laundry.
You can also lay eucalyptus leaves under the edges of area rugs.
