What do you hope to do with the concrete area once the carpet is removed? Are you intending to you it as a conventional outdoor patio/ fill it in/build over it, etc?

A heat gun, as you pull up a slip of carpet, use the heat gun on the surface. Justs be careful for burns. Use a metal scraper to push it along.
