How to remove Carpet Glued onto Concrete Pad?

Any ideas on how to remove indoor/outdoor carpet that was glued down to what was a once outdoor concrete patio???

Oh boy, lots of elbow grease, scraping, and patience needed for this!
What do you hope to do with the concrete area once the carpet is removed? Are you intending to you it as a conventional outdoor patio/ fill it in/build over it, etc?

  The problem is that I don't believe the concrete had a smooth surface, like "inside" the house...this was an outdoor patio that was enclosed, so I am thinking its it had that rough surface to it...I want to put either composite tiles, or vinyl planks, but I have to remove this first...

  You are right in suspecting that the concrete surface might very well be rough. Have you tried peeling up one corner or a looser section of the carpet to see and feel the concrete surface? This could be a problem, but even moreso, if the patio surface is not level, it will be very difficult to try to properly install any indoor style flooring with any lasting durability.
  Before you dive in and start attacking the carpet, try to determine first if the patio is level.

A heat gun, as you pull up a slip of carpet, use the heat gun on the surface. Justs be careful for burns. Use a metal scraper to push it along.
