use treated wood poles and latticed panels to make a nice airy enclosure.
Any type of small fence or screen should do it.
the lattice panels look nice and let the air flow properly. You still need to have an acess for repairmen.
I agree with the nice wooden lattice panels! You MUST consider airflow or you can damage your condensers. Also (as Dfm Cascade, IA) stated, you MUST have easy access for repair persons. Therefore, it can-NOT be a permanent structure.
I built a lattice work enclosure around one that I had using stock lattice panels from the home store. I left the top fully open to not inhibit the air around the unit too much. Also make sure those bushes don't inhibit the air flow otherwise you will affect the performance of the AC.
