What is this tree & what is the disease? How do I get rid of it?
Hard to answer not knowing where you live, the type of tree (leaves help).
It may be lichen... perfectly normal!

Not necessarily lichen,however more concerning are the leaves. Post a new photo up close of the tree and the leaves to try to determine the problem
