What do you want in this spot? If you want a different wallpaper, I'd remove the one that is there, clean the wall to remove old dried wallpaper paste then put in the new one. If you want to paint that area, painting over wallpaper will make it hard to remove in the future if the wall paper should loosen. I'd suggest, even if you want to paint it, take off the wall paper and again remove the dried up wallpaper paste. Then paint it the color of your choice. Wishing you the best. BTW, I understand what Cheryl did with her painting due to the fact that it was hard to reach her wallpaper, but you don't have that issue. :)
We took our border down years ago. Very outdated. Peeled it down, went behind with a spray bottle full of water, sprayed the shiny mark that was left, wiped it down, let it dry and painted it. Decided to add color with new drapes. New paint, new drapes and rearranged the furniture it looks like a new room.
Paint will cover everything. You might want to keep it as an accent wall and put a lighter or darker shade on it. I can't think of anything to be afraid of. I paint wall all the time and I am 80 years old.
How about Wainscoting... it is very classic and when done will add a lot of value to the room.... you can paint it the traditional white or one of the more trending colors like gray, black, or navy blue.

You can use 1/4 inch MDF, 1/4 inch plywood (with one side finished) bead board, rippled tin... and the "rails and styles" can be 1x3 or 1x4 pine or MDF ripped to fit. If you want to stain it Luan and poplar (or pine) could be used....
It will entail some work... but it would be well worth it when done.
I would take it down. Borders are considered out of style nowadays anyway. You can mix fabric softener in warm water and it helps remove wallpaper--just sponge it on the paper, peel/scrape off.

you can remove it or paint over it which is what we did on a very high trey ceiling with a border on it.
