First I would suggest you remove the screens, the wire construction of an artificial green wreath can really beat up your screens if left in place. If both the top sash and bottom sash move I would lower the top sash and hang the wreath using ribbon, wire, or string that is pinched in place when the top sash is pushed up in place. A knot on the inside will assure that it can't pull out with the weight of the wreath.

The power cord is a safety issue. If it needs to come inside for power your windows cannot be shut on the cord and you have to be cautious about having open 1st story windows as well as children near open windows on the 2nd story. If you are only hanging the wreaths on the second story and have no small children then feed the power cord under the bottom sash and then place something on the sill like two bottle caps on either side of the cord to keep it from getting pinched when the sash is pushed down. After this you would need to put some weather stripping at the bottom of the window because it will not be closed. Do this only on 2nd story windows where there are no children. Otherwise run power to them on the outside.

if command hooks don’t work, if you can screw a cup hook into the top of the window and tie a length of fishing line into a circle. Wrap it around the top by laying it over the wreath and bringing one side up from underneath. tuck that behind the front of the fishing line on top and hang it by that. It will hold your wreath securely and should be invisible. Photo shown for clarity using an elastic and pen.

Hello! I have used those clear suction cup hooks. Place several of them in an a semicircle on the inside of your windiw. Hang the wreath on the hooks!
