First, calk around all your windows and doors on the outside. This should be done whenever needed. You can find a kit at Lowe's etc to install plastic over the inside of the windows. After installation, you use a hair dryer to "shrink" the plastic. This forms an insulating barrier and stops cold air for rushing in. If your doors are drafty, they likely need weatherstripping in addition to the calking. Check for light coming in. They may need to be adjusted at the hinges to make them fit better.

Caulk the windows. Plastic on windows. Layer your window treatments, shades, sheers, lined draperies. A folded up (rolled up) towel on window sill, or between window and storm window. Do you have a storm door - that helps a great deal. Folded up towel at door. Weather stripping around door frame.
