Wad up regular aluminum foil (Tin Foil) & wrapped around spoke, scrub. You can use WD-40 with foil also. You can go to a bike store where they should sell a product called WD-40 Rust Remover Soak.

Won't your trash man take them?

Lets assume that you are asking how to remove rust from rims. Spokes usually don't rust.

If the rims are rusty, they were probably chrome plated. Rust comes through the plating, destroying it. You can have them re-chromed (prepare to spend 5 to 10 times replacement cost), paint them (you'll have to remove the tire then sand the rust off before using a rust-conversion primer then paint), or replace them. Not knowing anything about your "bike" I assume that you have a bicycle. Those wheels come in a variety of sizes and configurations but I would assume $30 - $60 to replace a standard model up to hundreds of dollars for a carbon fiber wheel.

I use Barkeeper’s Friend to take off little rusty spots on my Antique Chrome & Formica top table and chairs with Great Success. Most stores carry it in the cleaning supplies section. After you get it off you can then lightly spray a coat of clear poly on to lessen the rust accumulation. Good Luck and Happy Biking 🚴!

If you doing it cheap, like to donate for a needy kid, or for a kid (and you do not want to spend a lot) or for yourself just to ride around the neighborhood - just scrub down with Brillo pads, and spray paint silver! Less than $5.00....

A simple Brillo or S.O.S. Pad works beautifully! Just wet and scrub!
