I use craft paint on every surface! Plaster, being porous, should accept the paint quite well! If you mean shiny, slick ceramic, there are paints for that material but I still use craft dollar store paints that hold up fine ... IF I apply enough coats (two or three) and IF the item isn’t going to be handled too much!
A thick based paint so obviously not water colour, so acrylic or household paint etc but remember plaster is porous so the trick is to paint evenly or you may get more a build up of colour in some areas more than others. I would suggest painting a varnish over the plaster first just to seal the area before applying the paint. Do several coats of varnish and let it dry completely between each layer or else the paint when you apply it might peel.

if made from wood any craft or acrylic paint would work or for that matter wall paint.
I would use craft paints (acrylic) or spray paint. If you want them metallic, spray paint is the easiest and prettiest method I've found.
