Wrap rope around the entire tire, gluing it down as you go to make a cute table or bench. You can add short legs or rollers on the bottom to make it easier to move around.
Are you talking about a racing slick? I would use it to make a small garden or highlight a special plant by raising it up in the garden. I would not plant anything edible in it because of all the chemicals they use. I am sure you can paint the tire to decorate it up a bit if you don't want black.
