Is it latex or oil base?
I would try a flat razor scraper. If its acrylic paint maybe put a wet paper towel on the spot for a few minutes to soften and loosen.
...have you tried paint remover,m the safe indoor kind, applied sparingly with a Q tip? Just swipe it off.
Citristrip is a safe, no fumes (other than citrus), water based paint remover. You can apply it with a brush or a q-tip. You should see a "crinkling" of the paint to be removed in about 30 minutes to an hour. Use a plastic scraper to remove, fine clean with an old toothbrush if needed (you can also use an old toothbrush to apply and/or "scrape" off, just be careful, the bristles can cause splatter. Thoroughly wash off with water.
