Are you talking about wire mesh or chicken wire? I found wire mesh in the craft dept. at Walmart, and rolls of chicken wire at the local hardware store. 😇
A Santa hat doesn't have a wire. It's just a red cone that flops over with a with band and ball

Remove the brim and cover the pointy bit of fabric with red and then add a trim of white fur around base and a bobble on the top.
