I lightly sand everything and then wipe down before working on it. If I am going to take the time to paint, I want to make sure of the results. The first piece I every did, I didn't sand and ended up re-doing it.
If the furniture is smooth, all you need to do is purchase the liquid deglosser and clean well before finishing.
If you are doing chalk paint - not usually necessary.
