Pennybrite paste cleaner is excellent for copper cookware as it doesn't leave any coating behind. A lot of other copper cleaners leave a residue that is meant to preserve the shine, but perhaps you don't want that in your food. If your hardware store doesn't carry it, or you can't find it online, make a paste of vinegar and salt and rub all over with your fingertips, then with a rag wetted w/vinegar. You'll see the discoloration disappear.

Ahh, couldn't tell from photo. Then your best bet is a de-greaser product, usually sold at hardware stores. Then it would be a good idea to rub a coating of cooking oil on it as the de-greaser will strip it. What does the manufacturer say about cleaning it? They must be online...?

Is this real copper or a copper-colored finish? Won't vinegar cause verdigris on copper?

Its a copper ceramic coating. Did you season the pan first with oil in the oven? This may be why something stuck to it. I just put in the sink and put hot water with dish soap, let sit for awhile, then come back with a sponge with the green scrubby side and some soap it usually gets it off.

Once you get it clean, I would re-season it.

I don't know how it will work in this case. Love Fabric Softener Sheets.

Irons with yuck on plate, heat up the iron and iron a softener sheet till it all comes off on the sheet.

Baking racks with baked on yuck, lay sheets on the bottom of the tub and put the racks on top of the sheets. Put hot water in the tub to about 1 or 2 inches over the racks and let sit overnight. The next day rub them down with a scouring cloth.

I would try the same as the baking racks with that flat pan in the sink or tub. Good Luck.

I have copper bottom pans and only use vinegar and salt to clean them. Works like a charm. My grandparents also did this years ago. My pots are 30 years old and look like new.
