Warmth and noise? Same answers. I will add in both cases, keep the main seating or sleeping furniture away from the windows, which need to be well insulated. And aluminum foil over the windows with the shiny side facing into the room in winter, and outside during summer, does a little bit to help the temperature. If your room faces an unpleasant view, you may be willing to use foil as part of your insulation. 😇
Whole house or a room? Most outside noise is transmitted through your windows so either hanging very heavy drapes or changing windows to triple pane glass.
Walls/floors, you can install sound-deadening batts or rigid panels but this requires removal of dry wall and replacement.

At my lake house in the winter, I use bubble wrap inside, cut the wrap to window size, wet the window, stick the bubble wrap on. The bubble part toward the inside of house. In the spring I take down the wrap and save it for next year. Keep away from children 1) suffocation, 2) they like to pop the bubbles!
If you are opening any walls, there is an insulation named Roxul Safe 'n' Sound. It is a fire-resistant and sound deadening product, available at stores like Home Depot. It's also moisture resistant.
