It looks like vinyl floor covering. I would try scrubbing it with a hard brush and then rinse with clean plain water. After it has dried completely, I would apply at least 2 coats of floor wax to bring back the shine of the vinyl. If you're still not satisfied with the way it looks, then I would try painting it. This process is more labor intensive so I would check back with the Hometalker Crew and then ask for directions on how to paint floors.
