You can give the bush some rose fertilizer,however feeding is done at certain times. What is your location?
Roses love Epson salt.
1/4 tsp Epson salts in 4 cups of warm water into sprayer.Spray every 10 days
I would amend the soil with well composted horse manure.

My mom swore by working Epson Salts in to the soil in early spring. About 1/2 cup per plant.
