Could I stain (a cherry dark color) on maple railings without sanding?

If there is a shiny surface on the railings, it may prevent the stain from sinking into the wood. Do it correctly, do not take shortcuts, as you don;t want to have t do it over later.
You would have to sand the shine off first or the new stain won't be able to penetrate.
